Specscan raises seed capital from Impuls Zeeland and Rabobank
Zeeland tech startup aims to fully automate pre-construction in the construction industry
Goes, January 2026 – Specscan, the platform that helps construction companies analyze specifications and prepare tender requests, has raised seed capital from Impuls Zeeland and Rabobank. With the investment, the company aims to accelerate, structure, and ultimately fully automate the pre-construction phase in construction.
From days to minutes
With Specscan, contractors can go from a construction specification to submitted tender requests in just a few minutes – regardless of project size. A process that traditionally takes hours to days.
The platform automatically converts STABU specifications and technical descriptions into clear work packages, which are then sent to the network of subcontractors and suppliers with just a few clicks. You can also connect your favorite AI that you work with to Specscan. A first.
“In pilot projects with about a hundred contractors, we saw that the tender process is reduced by an average of 70 to 90 percent,” says founder Oscar Meijerink. “Contractors are under immense pressure. Margins are tightening and suitable personnel are scarce. You cannot afford inefficiency in the preparation phase.”
A sector still working manually in the preparation
“The construction industry still largely works in preparation like it did twenty years ago,” says Meijerink. “Specifications are manually sifted through, quotes are manually compared, and decisions are dispersed across emails and loose documents. Yet it is precisely in this phase that planning, margins, and risks are determined. We are now bringing that phase down from days to minutes and building towards complete automation of pre-construction.”
Specscan focuses entirely on everything that happens before the execution starts: analyzing documents, structuring work packages, selecting suitable parties, and comparing quotes.
Where the platform already delivers significant time savings, the ambition is greater. The ultimate goal is to structurally automate the entire pre-construction phase.
To achieve this, Specscan uses advanced data analysis and AI technology. This technology supports the processing of complex construction documentation and helps users make informed choices faster.
Smarter selection and better insight
Specscan analyzes STABU specifications and other technical documents and translates them into concrete work packages. Received quotes are also automatically analyzed, making deviations, points of attention, and risks visible more quickly.
Based on previously used suppliers and project data, a proposal is also made for suitable parties within the existing network. This not only saves contractors time but also reduces the chance of incorrect selection.
Integration with existing workflows
Specscan integrates with commonly used Microsoft environments within construction. Project files can be imported directly from SharePoint. Changes discussed in Microsoft Teams can also be processed automatically.
The platform is scalable and does not require heavy technical implementation. Construction companies can start within 1 minute.
One environment for the construction chain
Specscan brings main contractors, subcontractors, and suppliers together in one digital environment. Subcontractors and suppliers can use the platform free of charge to receive and respond to tender requests.
Project communication takes place centrally within the platform, preventing information from becoming scattered across different channels.
From pilot to market
The platform is currently being tested by about a hundred contractors. Specscan will be widely available within two months.
The price starts from €14.99 per user per month. For subcontractors and suppliers, participation remains free.
Crucial for Zeeland entrepreneurship
Specscan is pleased with the seed investment from Rabobank and Impuls Zeeland.
“New technology makes it possible to build innovative companies with international ambition even outside the Randstad,” says Meijerink. “If we want Zeeland to play a role in the next generation of tech companies, we need to keep investing in entrepreneurship and innovation.”
